Chinese Ambassador Outlines China’s 15th Five-Year Plan, Global Cooperation, and Taiwan Anniversary

Monrovia, Liberia – The Ambassador of the People’s Republic of China to Liberia, H.E. Yin Chengwu, has unveiled the strategic direction of China’s future development and its expanding cooperation with the Global South, particularly Liberia, during a high-level media briefing held Wednesday at the Chinese Embassy in Congo Town.

Ambassador Yin exchanged views with Liberian journalists on major global and national Chinese policy issues, including the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China (CPC), China’s 15th Five-Year Plan, the Global Leaders’ Meeting on Women, and the 80th anniversary of Taiwan’s restoration to China.

“I would like to have an exchange with you on several important topics, including the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, China’s 15th Five-Year Plan, the Global Leaders’ Meeting on Women, and the 80th anniversary of Taiwan’s restoration to China,” Ambassador Yin told journalists.

He explained that the Fourth Plenary Session of the 20th Central Committee of the CPC was held in Beijing from October 20 to 23, 2025, where the nation’s leadership reviewed China’s performance and adopted the strategic recommendations that will guide China’s development over the next five years.

“Participants at this session listened to and discussed the report on the work of the Political Bureau, presented by President Xi Jinping, and also adopted the recommendations of the Central Committee for formulating the 15th Five-Year Plan for Economic and Social Development,” he said.

According to Ambassador Yin, the Central Committee overwhelmingly affirmed the work of the Political Bureau and issued a positive assessment of China’s achievements under the 14th Five-Year Plan, citing major strides in economic expansion, technological advancement, and international influence.

“China has reached new heights in economic strength, scientific and technological capabilities, and international influence. We have made solid strides in advancing Chinese modernization and achieved a successful start toward the Second Centenary Goal,” he added.

He said China is now on the verge of completing the major objectives of the 14th Five-Year Plan, and the upcoming 15th Five-Year Plan period beginning in 2026 will play a decisive role in the country’s long-term modernization drive.

“The 15th Five-Year Plan period will be critical as China works toward basically achieving socialist modernization by 2035. It will serve as a key link between the past and the future,” the ambassador noted.

Ambassador Yin stressed that the 15th Five-Year Plan was developed through a broad, democratic process that included nationwide public participation. He disclosed that more than three million valid public submissions were received during consultations held earlier this year.

“Since January this year, the CPC Central Committee has been soliciting opinions from the entire society. More than three million valid submissions were received. This draft recommendation is the result of a whole process of democracy,” he stated.

He acknowledged that China presently faces a complex global environment marked by uncertainty and intensified international competition but stressed that the country’s domestic economy remains stable and resilient.

“On the international front, the world is undergoing rapid changes unseen in a century. On the domestic front, China’s economic foundation remains stable, resilient, and full of potential,” Yin said.

Under the 15th Five-Year Plan, China will maintain economic development as its core task, with a strong emphasis on high-quality growth, innovation-driven development, improved social welfare, green transformation, national security, and modernization of national defense.

By the year 2035, the ambassador said China aims to significantly strengthen its economic power, scientific and technological capabilities, defense strength, and international influence, while ensuring improved living standards for its people and the realization of basic socialist modernization.

Turning to Liberia, Ambassador Yin said China’s growing strength under the 15th Five-Year Plan will translate into tangible opportunities for developing countries, especially members of the Global South.

“The certainty of China’s development under the 15th Five-Year Plan will bring long-term opportunities for shared global development. Just as China can succeed, Liberia and other developing countries can also succeed,” he said.

He revealed that China is projected to reach an economic size of nearly US$20 trillion by the end of 2025, and continues to contribute about 30 percent of global economic growth annually, reinforcing its position as a major engine of the world economy.

Ambassador Yin further explained that Liberia is already benefiting from China’s zero-tariff treatment on 100 percent of goods imported from least-developed countries, a policy that has significantly boosted Liberia’s exports to China.

“Liberia’s exports to China have expanded substantially since China and Liberia signed the agreement on economic and technical cooperation,” he confirmed.

He also encouraged Liberian businesses to take advantage of global trade platforms such as the China-Africa Economic and Trade Expo in Changsha and the Canton Fair, which he described as key avenues for strengthening international business linkages.

“These platforms enhance the recognition of Liberian enterprises and broaden their sales channels,” he said.

On development cooperation, Ambassador Yin highlighted several major China-aided projects currently underway in Liberia. These include the construction of two overpass bridges along Tubman Boulevard, the nearly completed LBS Project, and the National Clinical Diagnosis and Treatment Laboratory, which has successfully passed its mid-term inspection.

He also disclosed that the Cardiology Department at the John F. Kennedy Medical Center, established under the China-Liberia hospital cooperation mechanism, has officially been handed over, marking Liberia’s first specialized cardiac care unit.

“This significantly enhances public access to quality healthcare services,” the ambassador emphasized.

Additionally, he said Chinese medical teams continue to conduct outreach programs across Liberia, while China has donated ultrasound machines, medical supplies, and equipment to the Ministry of Health and JFK Medical Center. He also confirmed the recent arrival of China-aided food assistance and the launch of the seventh phase of the Bamboo and Women’s Agricultural Technical Assistance Program.

Speaking on broader international engagement, Ambassador Yin reaffirmed China’s commitment to supporting Global South cooperation and to deepening solidarity with developing nations through trade, infrastructure, healthcare, agriculture, and women’s empowerment initiatives.

“China and Liberia are both developing countries and members of the Global South. China will continue to strengthen cooperation, provide development support, and offer more public goods to the international community,” he noted.

On the 80th anniversary of Taiwan’s restoration to China, the ambassador reiterated Beijing’s firm adherence to the One-China Principle, emphasizing that it remains the foundation of China’s foreign policy and international relations.

As China prepares to enter a new phase of modernization under the 15th Five-Year Plan, Ambassador Yin concluded that Liberia is well-positioned to benefit from expanded trade, deeper investment cooperation, improved healthcare services, modern infrastructure, and shared development opportunities.

“China remains unwavering in opening wider to the world and sharing its development opportunities with all partners, including our Liberian friends,” he concluded.
