President Boakai Breaks Ground For The Ministry Of Justice Complex, Signals Government Effort to Improve Coordination

Monrovia, Liberia – President Joseph Nyuma Boakai has officially broken ground for the construction of a Justice Complex on Capitol Hill, signaling government effort to ending heavy reliance on rented building.

The modern Justice Complex, with an initial funding of US$20 million, will accommodate the Ministry of Justice, Liberia Drug Enforcement Agency (LDEA), Liberia Immigration Service (LIS), and the Liberia National Fire Service (LNFS).

Once completed, the facility is expected to improve coordination among these agencies, enhance efficiency, protect important government records, and promote long-term sustainability in public service delivery, a major step toward strengthening Liberia’s justice and security institutions.

President Boakai discussed Liberia’s lengthy history of running important government agencies out of privately held structures during his remarks at the groundbreaking ceremony on Thursday, January 29, 2026. He characterized this method as costly, ineffective, and detrimental to the stability of institutions. Recalling his time as a student at the College of West Africa, the President pointed out that numerous government agencies, especially those in charge of national defense, were originally housed in rented facilities, including the Ministry of Justice.

President Boakai claims that frequent relocation brought on by rented spaces impairs record keeping, which is crucial for efficient governance, and interrupts operations. He underlined that purpose-built government structures guarantee continuity in public administration and aid in the preservation of institutional memory.

The President stressed that while public buildings require significant initial investment, they provide long term value. He pointed out that many public structures built decades or even centuries ago are still in use today, citing the United States and Italy as examples. “Public buildings are not cheap,” he said, “but they are built to last and give value for money over time.”

He voiced concern about incomplete or badly maintained government buildings, saying that such circumstances do not represent Liberia’s lengthy history and ambitions.
The President described the Justice Complex as a symbol of justice, order, and pride in the country and stated that Liberia should invest in visible, long-lasting institutions that show stability, experience, and growth rather than just discussing its past.

President Boakai emphasized that the responsibility of a responsible government is to build quality infrastructure for future generation.

“What we leave for posterity must be of quality, today’s decisions should benefit generations to come,” ,” President said President.
The Justice Complex when completed, is expected to significantly enhance service delivery within the justice and security sector and stand as a lasting reminder of Liberia’s commitment to good governance, strong institutions, and national dignity.
