Senate Recommends Improvement in Accountibility Through Government Agencies

Monrovia, Liberia – Following a Joint Legislative Conference Committee meeting that concluded the 2025 Public Accounts Committee (PAC) consolidated report, the Liberian Senate has approved a Record of Decision that included a number of strict recommendations meant to improve accountability throughout government agencies.

The Senate’s decision comes after lengthy discussions on several audit findings, during which MPs emphasized the pressing need to enforce compliance, reclaim public cash, and address systemic flaws in internal controls and financial management.

The Financial Statements Audit of the Côte d’Ivoire–Liberia–Sierra Leone–Guinea Rural Electrification (CLSG-RE) Project, which covers June 30, 2021, to December 31, 2022, and the Compliance Audit of the Liberia Water and Sewer Corporation (LWSC) for the period ending June 30, 2021, are two of the reports taken into consideration. The National Bureau of Concessions (NBC) Management Letter for the years 2016 through 2019 was also examined by the Senate.

Additional important audits include reports on the National Disaster Management Agency (NDMA) and the Liberia Opportunities Industrialization Center (LOIC) for fiscal quarters ending between 2019 and 2021, as well as a study of Liberia’s river-sand mining regulations from July 1, 2016, to June 30, 2021.

Financial and compliance audits of the Bong County Development and Social Development Fund, the National Road Fund (NRF), the National Fisheries and Aquaculture Authority (NaFAA), the Liberia Road Asset Management Project (LIBRAMP), the National Transit Authority (NTA), and the Central Bank of Liberia (CBL), covering different periods between 2017 and 2023, were examined in more detail. The Committee’s recommendations called on the Internal Audit Agency (IAA) to make sure that the Auditor General’s findings—particularly to the legislative committee.

It further mandated that all restituted funds be deposited into the Government of Liberia Recovery Account at the Central Bank of Liberia through the Ministry of Finance and Development Planning, with proof of payment submitted to relevant authorities.

The Committee also urged that cases involving financial irregularities with legal implications be referred to the Ministry of Justice and the Liberia Anti-Corruption Commission (LACC) for appropriate action. It recommended that officials found in serious breach of the law be barred from holding public office for a specified period, and that those currently serving be dismissed following due process, signaling a tougher stance on public sector accountability.
